The responsibilities of the General Secretary are established under Article No.10, Law 84/94.

The General Secretary is elected by the Port Committee, on President’s proposal, between the qualified experts in the sector; the General Secretary has a contract of private right of 4 years, and it can be renewed only one time.

The General Secretary coordinates and manages Technical-Operative Secretary, provides necessary performances for duties of the Port Authority, takes care of formal hearings of practical competences of the President and the Port Committee, takes care about relations in order to coordinate with other entities, executes directives of the President and the Committee and elaborates the Port Master Plan.
